Abstract:Rural real estate rights confirmation and registration is the key to strengthen the reform of rural property rights systems. The large scale and multi dimensional data resources generated in the registration of rural real estate rights reveal the core characteristics and laws of rural land ownership structure, registration coverage, and historical difficult problem types in the region. In this paper, through analyzing registration data of collective land ownership, homestead use rights, land contract management rights, forest rights and other real estate, key issues of rural real estate registration in Zhoucun district in Zibo city have been studied. It is showed that registration of rural collective land ownership has not been fully covered, so the result is inaccurate. The ownership of rural collective land overlaps and covers the edges. Registration purpose of land contract management rights conflicts with the current land type, and the registration scope is not connected with the protection of arable land. Some villages still have not conducted cadastral surveys, and the problem of "multiple certificates in one place" is prominent. The completeness, standardization and accuracy of registration need to be improved. In order to solve the above problems, relative countermeasures and suggestions are put forward as follows: improving data base, strengthening departmental collaboration, sharing registration results, and classify and dispose of them separately. Give full play to the role of rural real estate registration achievements in consolidating the property rights base, safeguarding farmers' property rights and interests, promoting farmers' income growth, and strengthening resource protection and rational utilization. This study will provide scientific data support and references for economic and social development in rural areas.
