济南市农村土地承包经营权纳入不动产统一登记关键问题与对策研究

Study on Key Problems and Countermeasures of Including Rural Land Contract Management Rights in Unified Registration of Real Estate in Ji'nan City

摘要:

农村土地承包经营权纳入不动产统一登记是支撑全面推进乡村振兴战略的重要基础性工作，为积极推进农村土地承包经营权纳入不动产统一登记，充分维护农民合法权益，针对工作中遇到的空间套合、数据库转换以及代码编制等关键问题，开展了相关研究并提出了方法对策。针对空间套合发现的权属问题和非农化问题分别提出了解决路径。利用FME建立了数据库转换模型，实现了农村土地承包经营权数据库向不动产登记数据库的自动转换。基于ArcPy构建了代码转换模型，实现了承包地块不动产单元代码的高效赋值。通过对关键问题的研究破解，济南市高效完成了农村土地承包经营权纳入不动产统一登记工作，为今后不同部门数据共享提供了可复制的方法路径。

Abstract:

The integration of rural land contractual management rights into the unified registration of real estate is an important basic work to support comprehensive promotion of rural revitalization strategy. In order to actively promote the integration of rural land contractual management rights into unified registration of real estate, and fully safeguard the legitimate rights and interests of farmers, relevant research has been carried out and countermeasures have been put forward to solute key problems encountered in the work, such as spatial nesting, database conversion and code compilation. Solutions have been proposed for the ownership and non agriculturalization issues discovered in spatial integration. A database conversion model has been established by using FME to achieve automatic conversion from rural land contract management rights database to the real estate registration database. A code conversion model has been built based on ArcPy to achieve efficient assignment of real estate unit codes for contracted land parcels. Through study and resolution of key issues, integration of rural land contract management rights into the unified registration of real estate in Ji'nan city has been completed. It will provide a replicable method path for data sharing among different departments in the future.
