Investigation and Resolution of Issues Left over from History in Property Rights Confirmation in Shouguang City

摘要:

化解房屋产权确权颁证历史遗留问题，确保群众居住权，维护群众利益，是政府深入践行为民服务的重要举措。本文通过分析寿光市在化解不动产确权颁证历史遗留问题当中的做法，剖析了历史遗留问题形成的原因及外在表现，尝试“以点带面”，探索处理此种问题的共性措施。建议建立“以防为主，以治为辅”的长效机制，以期为其他地区化解历史遗留问题提供思路。

Abstract:

Resolving the issues left over from historyof property rights confirmation and certification, ensuring the residency for the masses, and safeguarding their interests are important measures for serving the people. In this paper, through analyzing practices in resolving the issues left over from history of real estate rights confirmation and certification in Shouguang city, the reasons and external manifestations of issues left over from history have been analyzed, by using the approach of "from points to areas", common countermeasures for resolving these issues have been explored. Suggestions for establishing a longterm mechanism of "prevention as the main focus and governance as the auxiliary focus". It will provide ideas for resolving issues left over from history in other areas。
