Abstract:The construction of national spatial planning system is a major deployment of the Central Committee of the Communist Party of China and the State Council. After the approval of national spatial planning, the Territory Spatial Planning Database has become a key link in the monitoring of planning implementation. Based on the construction and review practice of territory spatial planning database at city and county levels in Shandong province, by using classification statistics and literature analysis methods, main contents and construction points of territory spatial planning database have been studied. It would provide some references for scientific, standardized and high-quality construction of territory spatial planning database. It is showed that the construction of city and county level planning databases is much complex, including 109 layers of vector data, more than 80 items of text, tables, and raster maps. The core content includes three control lines, planning zoning, urban four lines, and central urban planning land and sea use. The key points of planning database construction include standardization of results, compliance of content, and rationality of connection. Common problems in data construction include technical issues, management issues, and planning transmission issues. The construction of a high-quality national territory spatial planning database is necessary to analyze main contents systematically, strengthen the standardization of core contents, clarify key points of database construction, and solve common database construction problems comprehensively.
