    摘要:

    为严格落实自然资源部关于做好建设项目选址选线工作部署,结合省委省政府“高效办成一件事”工作要求,山东省自然资源厅立足做实做细做优资源要素支撑保障,切实提升建设项目审批行政效能,针对多源异构三维信息跨域融合、大场景三维数据更新、时空知识服务等问题进行关键技术研究,研发实景三维重大项目选址决策支持系统,汇聚集成全省地形级、城市级实景三维数据,统筹了城镇开发边界、永久基本农田、生态保护红线等约束管控数据,搭建统一的全省地理空间基底,使项目用地选址进入三维化、智能化、全景化新模式,切实推动全省建设项目用地预审与选址提质增效。

    Abstract:

    In order to strictly implement the work deployment of the Ministry of Natural Resources on doing a good job in site selection and route selection for construction projects, combining with the work requirements of "efficiently complete one thing"by the Provincial Party Committee and Provincial Government, the Department of Natural Resources of Shandong Province is committed to providing solid, detailed and optimized support for resource elements, effectively improving the administrative efficiency of construction project approval, conducting key technical research on multi-source heterogeneous 3D information cross domain fusion, large-scale 3D data updates, spatiotemporal knowledge services and other issues. A decision support system for site selection of major projects in real 3D is developed, gathering and integrating provincial terrainlevel and citylevel real 3D data. It also coordinates constraint and control data such as urban development boundaries, permanent basic farmland, and ecological protection red lines, and builds a unified provincial geospatial base. This enables project land site selection to enter a new mode of threedimensionalization, intelligence, and panoramic view, and effectively promotes the improvement of quality and efficiency of land preexamination and site selection for construction projects in the whole province.
