Abstract:First planning, then construction is the basic principle of spatial governance in rural areas, but in the face of a large number of villages, in the specific process of practice, the town and village planning in Shandong province is facing many practical difficulties. The reconstruction of land space planning system and the start of land space planning at all levels provide favorable conditions for the integration of land space planning and village planning at township level. Based on the analysis of the feasibility, necessity and applicability of town and village planning, this paper probes into and constructs the planning mode of"Townvillage integration and generalrule management" from the two angles of the generalrule village planning and the generalrule village planning in the land space planning of the township level, taking Yao village in Qufu as an example, this paper reviews the main practices of town and village planning from three aspects: the organizational model of town and village planning, the content of planning and the form of results, this paper puts forward a new way of full coverage of spatial planning and management in rural areas, which effectively improves the quality and efficiency of town and village planning, and provides“Shandong experience” for the development of town and village planning.
