“镇村一体、通则管控”规划编制模式探索——以曲阜市姚村镇为例

Study on Planning and Compilation Mode of "Town and Village Integration and Generalrule Management"——Taking Yaocun Town in Qufu City as an Example

摘要:

“先规划、后建设”，是乡村地区空间治理的基本原则，但是面对数量庞大的村庄，在具体实践过程中，山东省的镇村规划编制工作面临诸多现实困境。国土空间规划体系重构以及各级各类国土空间规划的启动开展，为乡镇级国土空间规划与村庄规划一体化编制提供了有利条件。本文在分析镇村规划联编可行性、必要性、适用性的基础上，从乡镇级国土空间规划的村庄规划管理通则和通则式村庄规划两个角度探索构建了“镇村一体、通则管控”的规划编制模式，并以曲阜市姚村镇为实例从镇村规划组织模式、编制内容、成果形式三个方面梳理规划主要做法，总结“镇村一体、通则管控”规划编制实践经验，提出了乡村地区空间规划管理全覆盖的新路径，有效提升了镇村两级规划编制质量和效率，为各地开展镇村规划编制提供了“山东经验”。

Abstract:

First planning, then construction is the basic principle of spatial governance in rural areas, but in the face of a large number of villages, in the specific process of practice, the town and village planning in Shandong province is facing many practical difficulties. The reconstruction of land space planning system and the start of land space planning at all levels provide favorable conditions for the integration of land space planning and village planning at township level. Based on the analysis of the feasibility, necessity and applicability of town and village planning, this paper probes into and constructs the planning mode of"Townvillage integration and generalrule management" from the two angles of the generalrule village planning and the generalrule village planning in the land space planning of the township level, taking Yao village in Qufu as an example, this paper reviews the main practices of town and village planning from three aspects: the organizational model of town and village planning, the content of planning and the form of results, this paper puts forward a new way of full coverage of spatial planning and management in rural areas, which effectively improves the quality and efficiency of town and village planning, and provides“Shandong experience” for the development of town and village planning.
