“耕地大占补”改革背景下耕地保护智慧监管系统设计与实现——以山东省日照市为例

Design and implementation of Smart Supervision System for Farmland Protection against the Reform of "Large Occupation and Compensation of Farmland"——Taking Rizhao City as an Example

在“耕地大占补”改革背景下，本文旨在设计和实施日照市耕地保护智慧监管系统，以提高耕地保护工作的效率和质量，为日照市政府提供科学决策支持。文章采用系统分析法，结合当前耕地保护的政策背景和重要性，并结合遥感大数据、人工智能、地理信息系统等新技术完成系统的设计和实施。目前，该系统市级平台已上线运行，为日照市耕地保护工作提供了统一的服务平台。该系统的应用有效提高了耕地保护工作的监测监管水平，可为兄弟地市提供有价值的经验和参考。后续研究将进一步提升数据治理和采集的准确性，并提供决策支持的能力，提供平台的实用性和应用价值。

Abstract:

Under the background of the reform of "large occupation and compensation of cultivated land", the intelligent supervision system of cultivated land protection in Rizhao city has been designed and implemented in order to improve the efficiency and quality of cultivated land protection work and provide scientific decision-making support for Rizhao municipal government. By using systematic analysis method, combining with current policy background and importance of cultivated land protection, and remote sensing big data, artificial intelligence and geographic information system, design and implementation of this system have been finished. At present, the municipal platform of the system has been put into operation. It can provide a unified service platform for the farmland protection work in Rizhao city. The application of this system has effectively improved the monitoring and supervision level of cultivated land protection work. It can provide valuable experiences and references for other cities. Subsequent research will further enhance the accuracy of data governance and collection, provide decision support capabilities, and enhance the practicality and application value of the platform.
