基于TOPSIS法的省级层面自然资源节约集约评价研究——以山东省为例

Study on Provincial Level Natural Resource Conservation and Intensive Evaluation Based on TOPSIS Method ——Taking Shandong Province as an Example

本文在论述自然资源节约集约利用特点和省级层面考核评价指标选取原则的基础上，选取了17个代表性指标构建了山东省自然资源节约集约利用评价指标体系，并运用TOPSIS法对山东省自然资源节约集约利用情况进行了实证分析。研究表明，山东省各市在自然资源节约集约利用水平上存在较大差距；16市在节约集约利用水平上仍有较大的提升空间；本研究结果可以为未来的自然资源管理决策提供科学的依据；省级层面的自然资源节约集约利用评价应以安全为前提评价自然资源利用；TOPSIS方法简单易操作，能够更全面地评估决策方案，适用于自然资源节约集约利用评价。

Abstract:

On the basis of discussing the characteristics of natural resource conservation and intensive utilization and the selection principles of evaluation indicators at the provincial level, selecting 17 representative indicators, an evaluation index system for natural resource conservation and intensive utilization has been set up in Shandong province. By using TOPISI method, the situation of natural resource conservation and intensive utilization have been analyzed as well. It is showed that there is a significant gap in the level of conservation and intensive utilization of natural resources among cities in Shandong province. There is still significant room for improvement in the level of conservation and intensive utilization in 16 cities. This result can provide some references for the government in formulating relevant policies. The evaluation of natural resource conservation and intensive utilization at the provincial level should be based on safety as the prerequisite for evaluating natural resource utilization. The TOPSIS method is simple and easy to operate. It can comprehensively evaluate decision plans and make it suitable for the evaluation of natural resource conservation and intensive utilization.
