基于GIS的县级生态系统服务价值数据库建设方法及应用——以山东省邹城市为例

Construction Method and Application of County Ecosystem Service Value Database Based on GIS——Taking Zoucheng City in Shandong Province as an Example

摘要:

自然生态系统服务价值核算是生态产品价值实现机制的基础，构建县级生态系统服务价值数据库是推进生态空间治理体系与治理能力现代化水平、加快建立人与自然和谐共生现代化进程的有效手段与关键环节。研究以GIS与新一代信息技术为保障，构建了内涵基础地理、分析评价与生态系统服务价值核算3大要素，包括行政区、行政区界线等18个图层要素的数据库架构，并设计了最关键的生态系统服务价值核算要素图层的属性结构，以山东省邹城市为例进行了实践验证，从数据库信息系统综合分析其生态系统服务价值的具体情况；并探讨了服务价值数据库系统在国土空间生态系统监测评估体系、国土空间生态修复规划实施监督体系、国土空间规划“一张图”监督实施体系等方面的应用，为区域自然资源生态系统生态产品的调查监测、动态更新、价值评价、经营开发、保护补偿、价值实现等机制提供实践参考与数据支撑。

Abstract:

Natural ecosystem service value accounting is the basis of the value realization mechanism of ecological products. The construction of county-level ecosystem service value database is an effective means and key link to promote the modernization level of ecological space governance system and governance capacity, and accelerate the modernization process of harmonious coexistence between man and nature. Based on GIS and new generation of information technology, connotation basic geography, analysis and evaluation, and ecosystem service value accounting have been constructed, including 18 layer elements, such as administrative region and administrative region boundary, and designed the attribute structure of most critical layer elements of ecosystem service value accounting. Taking Zoucheng city in Shandong province as an example, specific situation of ecosystem service value has been comprehensively analyzed from the database information system. The application of the service value database system in the monitoring and evaluation system of land space ecosystem, the implementation supervision system of land space ecological restoration planning, and the "one map" supervision and implementation system of land space planning has been analyzed. It will provide practical references and data support for the investigation and monitoring, dynamic updating, value evaluation, operation and development, protection and compensation, value realization and other mechanisms of regional natural resource ecosystem ecological products.
