黄河流域生态保护和高质量发展事关中华民族伟大复兴千秋大计，习近平总书记提出，治理黄河，重在保护，要在治理。在此背景下，贯彻“走在前、开新局”的要求，理顺全域土地综合整治生态文明建设指导思想，探索基于自然的解决方案在土地综合整治转型中的应用，讨论规范全域土地综合整治的政策建议，推进黄河流域全域土地综合整治。意在资源整体保护、合理开发利用、空间利用结构优化、保障粮食安全，统筹推进乡村发展和治理，助力打造黄河流域生态保护和高质量发展的“乡村振兴齐鲁样板”。

Abstract:

The ecological protection and high-quality development of the Yellow River Basin are crucial to the great rejuvenation of the Chinese nation for thousands of years. As prosposed by XI Jinping, the general secretary of China, protection and governance should be paid more attention in the governance of the Yellow River. Under this background, the requirement of "leading the way and opening up new opportunities" has been implemented, the guiding ideology of comprehensive land improvement and ecological civilization construction in the entire region has been clarified, solutions in the transformation of comprehensive land consolidation based on the nature have been explored, policy recommendations for regulating comprehensive land consolidation throughout the region have been discussed, and comprehensive land consolidation throughout the Yellow River Basin have been promoted. Thus, the overall protection of resources, rational development and utilization, optimization of spatial utilization structure can be carried out, food security can be ensured, and the rural development and governance can be promoted. It will help build a "model of rural revitalization in Qilu" for ecological protection and high-quality development in the Yellow River Basin.
