时空一体化实景三维建模在自然资源确权登记中的应用研究——以山东长岛国家级自然保护区为例

摘要:

自然资源统一确权登记，是履行自然资源“两统一”管理职责的重要基础数据和技术支撑，是我国自然资源资产产权制度改革中的积极探索与实践，开展确权登记实景三维模型是真实、立体、时序化展示自然资源登记单元的时空信息，提升自然资源生态系统空间治理体系与治理能力现代化水平的有效实践。文章以架构开发环境与运行环境统一的标准三维模型数据系统为基础，设计了“三系统”实景三维平台，围绕土地、矿产等7类基础自然资源数据，构建了一个主库、9个分库组成的确权登记实景三维时空数据库，以山东长岛国家级自然保护区内的小竹山岛进行了实践验证。在此基础上，探讨了在确权登记流程、自然资源业务管理、自然资源监测体系、自然资源资产产权制度、生态文明建设等方面的具体应用，对面向时空一体化的自然资源统一确权实景三维登记模式建设进程具有参考与借鉴价值。

Abstract:

The unified registration of natural resource rights is an important basic data and technical support for fulfilling the "two unifications" management responsibilities of natural resources. It is an active exploration and practice in the reform of China's natural resource asset property rights system. The implementation of a real 3D model for registration of rights is a true, threedimensional, and chronological display of the spatiotemporal information of natural resource registration units, Effective practices to enhance the modernization level of the spatial governance system and governance capacity of natural resource ecosystems. Based on a standardized 3D model data system, and the development environment and operating environment, a "three system" realistic 3D platform has been disigned. According to seven types of natural resources, such as land and minerals, a natural resource realistic 3D spatiotemporal database consisting of a main database and nine sub databases has been constructed. It is verified through practice in Xiaozhushan Island, a national nature reserve in Changdao in Shandong province. On this basis, specific applications in the process of property rights registration, natural resource business management, natural resource monitoring system, natural resource asset property rights system, ecological civilization construction have been explored. It has some references for the construction process of a threedimensional registration model for unified property rights confirmation of natural resources facing the integration of time and space.
