面向土地全生命周期管理的“一码管地”建设探索与应用

Exploration and Application of "One Code Management of Land" Construction for Land Life Cycle Management

摘要:

针对当前用地业务协同性不高，业务全生命周期管理机制尚未建立的问题，以建设项目“一码关联”为切入点，优化业务流程，开展了“一码管地”建设应用。通过关联不同业务阶段的空间图形，以“码”为唯一标识，采用“资源码”串联起建设项目“规、审、用、供、建、验、登”等全业务流程，形成完整的数据链条，实现过程数据与成果数据的共享、全程信息追溯，有效保障了交地即发证、验收即发证等业务应用，进一步优化了营商环境。

Abstract:

In response to present condition of low collaboration in land use business and the lack of a fully established business lifecycle management mechanism, taking the "one code association" construction project as the starting point, business process has been optimized and the construction and application of "one code management of land" have been carried out . Through associating spatial graphics of different business stages, by using "codes" as the unique identifier, using "resource codes" to connect the entire business processes of construction projects together, such as "planning, review, use, supply, construction, inspection, and registration", a complete data chain has been formed, the sharing of process data and achievement data have been achieved, and full process information has been traceed. This can effectively ensure business applications issuing certificates upon delivery and acceptance, and furtherly optimize the business environment.
