Abstract:For a long time, different types of natural resources have been managed by classified management in China. In the monitoring and supervision of natural resources, there are some problems, such as repeated statistics of some natural resources and unclear ownership, especially in wetlands, woodlands and other natural resources. In order to monitor and supervise natural resources systematically, it is necessary to classify natural resources as a whole and to establish a comprehensive classification system of natural resources. This paper follows the idea that "mountains, rivers, forests, fields, lakes and grasses" is a community of life. Based on this theory, the relationship between the whole and the individual of single category natural resources has been sorted out, and the classification and coding system at home and abroad have been analyzed. Proceeding from this theoretical idea, the relationship between the whole and the individual of a single category of natural resources have been sorted out, the classification and coding systems at home and abroad have been analyzed, and present condition of the classification of natural resources from different perspectives of jurisprudence, theory and management have been studied. Considering the monitoring and supervision requirements of the surface covering layer comprehensively, by using tree classification method and cross classification method, the framework of three-level classification system of natural resources has been reconstructed. It will provide necessary basic support for the construction of natural resources monitoring and supervision system, improve the construction of ecological civilization, and provide important basic guarantee for the healthy and sustainable development of the national economy.
