Abstract:Stretches of Land Expropriation and Development Policy (SLEDP) has unique social value in promoting economic growth and in improving development efficiency and in reducing transaction costs. It is regulated by the latest version of Land Management Law in the forms of listing the scope of public interests. By elaborating the policy background and reality effects, exploration characteristics of each province in implementing of the policy have been compared and analyzed, and problems encountered in the practices have been studied. Based on the SLEDP practices and the present situation, suggestions on ensuring public welfare as the premise of Land expropriation and development, improving the dynamic management and control mechanism, establishing a multi-party sharing mechanism for land value-added income, and relating regulatory policies to coordinate the interest relationship between two kinds of construction land have been put forward. It will provide some references for improving the stretches of land expropriation and development policy.
