本文分析了山东省新型基础测绘省市县协同联动更新机制在管理体制、技术、人才三个方面存在的问题，结合当前新型基础测绘省市县协同联动更新机制的背景、建设思路及“十四五”期间对新型基础测绘省市县协同联动更新提出的新要求，广泛收集各省新型基础测绘省市县协同联动更新中的建设性理念和先进方法，提出建立基础地理信息数据统一标准，建设变化信息共享平台，加强技术标准和技术路线的创新，不断引进优秀测绘人才，健全人才激励制度。

Abstract:

In this paper, the problems existing in the management system, technology and talents of the new provincial, municipal and county collaborative linkage updating mechanism for basic surveying and mapping in Shandong Province. Combining with the background and construction ideas of current new provincial, municipal and county collaborative linkage updating mechanism for new basic surveying and mapping, and the new requirements for the new provincial, municipal and county collaborative linkage updating during the "Fourteenth Five Year Plan" period, extensively collecting the constructive ideas and advanced methods in the collaborative updating of new basic surveying and mapping provinces, cities and counties, a unified standard for basic geographic information data has been put forward, a change information sharing platform has been built, the innovation of technical standards and technical routes has been strengthened, outstanding surveying and mapping talents have been constantly introduced, and the talent incentive system has been improved.
