Abstract:It is of great significance for the protection of arable land and the guarantee of food security to explore an effective way for the demarcation of permanent basic farmland, designate highquality and concentrated arable land as permanent basic farmland, and effectively allocate arable land resources. Based on the results of the "Third National Land Survey" in Ji'nan city, an evaluation index system of comprehensive quality of arable land and the potential of "recoverable" arable land from multiple dimensions have been built. According to the evaluation results, the cultivated land in Ji'nan city has been divided into six types, they are highquality, relatively highquality, good, general, poor, unstable and ecological protection. The potential of "recoverable" arable land in J'inan city has been divided into priority restoration areas, suitable restoration areas and unfavorable restoration areas. It objectively reflects comprehensive quality of arable land and the potential status of "recoverable" arable land, obtains the spacetime allocation of arable land and "recoverable" arable land resources, provides references for the delineation of permanent basic farmland in Ji'nan city and other cities and counties, and provides references for the preparation and implementation of the differential management and control of arable land resources and the "in and out balance" of arable land.
