国土空间生态修复规划多层级传导机制探讨

Study on Multi-level Transmission Mechanism of Land Spatial Ecological Restoration Planning

摘要:

建立科学有效的规划层级传导机制是保障国土空间生态修复规划治理效力的重要前提。随着我国国土空间规划体系建立与完善，作为其重要专项规划的国土空间生态修复规划，需要明确各层级规划的定位、内容以及传导路径。本文基于国土空间生态修复规划编制实践，探讨了规划层级传导的基础与策略，提出了“4+4”规划层级传导框架，明确了规划层级传导要素及其传导方式，从政策和技术层面提出了规划层级传导的运行机制，以期为国土空间生态修复规划编制和分级管理提供参考。

Abstract:

Establishing a scientific and effective planning hierarchy transmission mechanism is an important premise for ensuring the effectiveness of land spatial ecological restoration planning and governance. Accompanying with the establishment and improvement of land spatial planning system, as an important special planning, the positioning, content and transmission path of each level of planning are needed to be clarified. Based on practices of land spatial ecological restoration planning, the basis and strategy of planning level transmission have been studied, the "4 + 4" planning level transmission framework has been put forward, and the planning level transmission elements and transmission modes have been determined. The operation mechanism of planning level transmission is put forward from the aspect of policy and technical level. It will provide some references for the preparation and hierarchical management of land spatial ecological restoration planning.
