工程建设项目“多测合一”改革实践与思考——以山东省为例

Practice and Thoughts on the Reform of " Multiple Measurement in One" in Engineering Construction Projects——Setting Shandong Province as an Example

摘要:

为解决工程建设领域存在的多头管理、重复测绘、行业垄断、信息孤立、效率低下等问题，山东省在工程建设领域实行了“多测合一”改革。本文介绍了“多测合一”的改革目标、必要性、涉及的测绘事项，分析了省内外“多测合一”的改革现状。在出台相关政策性文件的基础上，搭建了省市县“多测合一”信息服务平台，研究了信息服务平台的总体架构、主要建设内容、关键技术，提出了切实可行的建设思路。

Abstract:

In order to push forward the reform of the approval system for construction projects and solve the problems of long term multimanagement, repeated surveying and mapping, monopoly in the industry, isolated information, and low efficiency in the field of construction projects, “Multiple Measurement in One”reform in engineering construction in Shandong province has been carried out. On the basis of introducing the reform goal, necessity and concrete surveying and mapping matters, present condition of the reform has been analyxed. On the basis of relevant policy documents, a “Multiple Measurement in One”information service platform with relevant departments has been set up. In this paper, the overall structure of information service platform, main content of construction and key technologies have been studied, and practical construction ideas have been put forward.
