全域土地综合整治土地使用权流转模式探索—— 以鲁西南某镇为例

Study on the Circulation Mode of Land Use Right in Comprehensive Land Improvement in the Whole Region——Taking a Town in Southwest Shandong Province as an Example

摘要:

因地制宜地开展全域土地综合整治在促进耕地保护和土地节约集约利用及改善农村生态环境方面起到了积极作用，是践行绿水青山就是金山银山理念的最佳典范。土地使用权流转是农业经济快速发展过程中的一个必然产物。本文以鲁西南某镇为例，介绍了试点镇的基本情况，分析了土地整治潜力，探索了4种土地使用权流转模式在推动全域土地综合整治中的积极作用，为正在开展的试点工作提供有益建议。

Abstract:

Comprehensive land improvement in the whole region can not only promote the protection of cultivated land and intensive land conservation, but also improve the rural ecological environment. It is the best example of practicing the concept that green water and green mountains are golden mountains and silver mountains. The circulation of land use right is an inevitable product of the rapid development of agricultural economy. Based on the analysis of the role and advantages of land use right transfer in modern agricultural development, taking a town and ministerial pilot in southwest Shandong province as an example, the positive role of land use right transfer mode in promoting the comprehensive land improvement in the whole region has been studied in this paper. It will provide some constructive suggestions for the pilot work being carried out
