Abstract:With the continuous promotion of national institutional reforms, centering on the characteristics of the government services of the Ministry of Natural Resources and the functional positioning of the Ministry’s website as an "important window for governmentcivil interaction", on the basis of the former “Minister’s mailbox”, a new model of "governmentcivil interaction" of the Ministry's website is designed and implemented. This paper studies the work process of “governmentcivil interaction” based on the Ministry’s website, as well as the architecture, technical structure, key technologies, deployment modes and main functions of the portal’s suggestion message system, and upgrades the "interaction" column of the Ministry's website. It has built a bridge for twoway communication between the Ministry and the public, provided a mass foundation and scientific basis for policy formulation, decision making, problem handling, and work improvement, and has become an important channel for the Ministry’s "governmentcivil interaction". Through the construction of the portal’s suggestion message system and the integration of the "interactive" column, continuously improving the government's online service capabilities. It is a useful practice to build the serviceoriented government and promote the work of "Internet government service" in the new situation.
