Thoughts and Practices of New Basic Surveying and Mapping——Setting Shandong Province as the Example

随着社会进步和科技发展，测绘与地理信息行业与互联网+、物联网技术的不断融合，对传统基础测绘提出了新的要求。该文首先介绍了《全国基础测绘中长期规划纲要(2015—2030年)》中新型基础测绘的内涵、发展目标和主要任务，分析了传统基础测绘向新型基础测绘转型升级的必要性，提炼了新型基础测绘的主要特点和需突破的关键技术，然后以山东省新型基础测绘发展为例，介绍了山东省新型基础测绘实践过程中的技术创新、管理创新和取得的成果。结果表明，新型基础测绘是新常态下转型发展、按需测绘的必然趋势，是更广泛应用于政府部门、科研机构统筹规划、宏观分析的必然要求，能够为政府从量化决策向大数据决策转变等提供有力的技术支撑和可靠依据。

Abstract:

Accompanying with social progress and technology development, the integration development of surveying and mapping and geographic information industry, Internet+ and Internet of things technology, new requirements have been put forward for traditional basic surveying and mapping. In this paper, the connotation, development goals and the main tasks of new basic surveying and mapping in the national fundamental surveying and mapping program for medium and long term (2015—2030 years) have been introduced, the necessity of transformation and upgrading from traditional basic surveying and mapping to new basic surveying and mapping has been analyzed, and the main characteristics of new basic surveying and mapping and the key technologies that need to be broken through has been summarized. Then, taking the development of new basic surveying and mapping in Shandong province as an example, the technological innovation, management innovation and achievements in the practice of new basic surveying and mapping in Shandong province has been introduced. It is showed that the new basic mapping is the inevitable trend of transformation development and on-demand mapping under the new normal. It is an inevitable requirement for more widely application to the overall planning and macro analysis of government departments and scientific research institutions. It will provide strong technical support and reliable basis for the change of the government from quantitative decision making to large data decision-making.
