基于GIS技术的永久基本农田划定方法研究

摘要:

为了探讨永久基本农田划定的有效方式，该文以济南市长清区为例，综合考虑耕地划入永久基本农田的因素，选择了质量等别、连片度、耕地坡度、耕地交通便利性和耕地居民点辐射度5个评价指标因子，运用GIS技术获取评价指标因子得分，根据特尔菲法确定评价指标权重，采用多因素加权分析法对耕地划入永久基本农田进行综合评价，运用GIS空间分析功能输出永久基本农田分布图，并实现了划定永久基本农田。该文研究成果可为县（区）级永久基本农田划定提供借鉴方法和科学依据。

Abstract:

In order to explore an effective method of permanent basic farmland delimitation, taking Changqing district of Ji'nan city as the research object, considering the factors of cultivated land into the permanent basic farmland, five evaluation index factors, such as quality difference, continuous scale, slope, traffic convenience and residential area radiation have been selected. By using GIS technology, the score of evaluation index factor has been obtained. According to the Delphi method, the weight of the evaluation index has been determined. The multifactor weighting method has been used to evaluate the cultivated land into the permanent basic farmland. The GIS spatial analysis function has been used to output the distribution map of permanent basic farmland, and realize the permanent basic farmland delimitation. The results of this study can provide references and scientific basis for permanent basic farmland delimitation at countylevel.
