土地整治项目网上专家评审系统研究

Study on Online Expert Evaluation System of Land Remediation Project

摘要:

传统土地整治项目专家评审存在着评审周期较长，评审效率较低，评审结果意见不透明、不真实，且受时间、空间限制的缺点。该文在阐述传统专家评审系统的流程及不足的基础上，提出土地整治项目网上专家评审系统的构想及研究。该系统基于B/S(浏览器/服务器）结构的Web应用程序，能够实现无需安装、实时交互、跨越地域限制，使得专家能够在任何地点使用有互联网的电脑、平板进行项目的论证评审。系统具备用户管理、评审打分、数据处理、项目归档、资金流转、网络安全等多种模块，并且实现专家指派、项目可行性研究报告论证、项目规划设计方案评审、项目竣工验收、专家评审结果统计及发布、专家评审费用发放等功能。总体实现土地整治项目专家评审的整个流程，提高专家评审的工作效率，使得土地整治项目专家评审更加规范化，透明化。

Abstract:

The traditional expert evaluation system of land remediation project have the deficiencies of long period, low evaluation efficiency, non-transparent and unreal results, limited time and space. On the basis of elaborating the process and deficiencies of traditional expert evaluation system, the concept and research of the online expert evaluation system for land remediation project has been put forward. The system is a web application programme based on B/S (browser/server) structure. It do not need to install, and can realize realtime interaction and beyond geographical limitations. It enables experts to use computers and tablets based on internet in any location to evaluate the project. The system has many kinds of modules, such as user management, evaluation score, data processing, project archive, fund transfer and network security. It also can implement the expert assignment, the project feasibility study report and implementation experts, project planning, design review, project completion inspection and acceptance, project data storage, statistics and expert evaluation results, and issue the cost of expert evaluation. The whole process of expert evaluation system of land remediation project can be realized, the efficiency of the expert evaluation can be improved, and the expert evaluation of land remediation project can be standardized and transparented.
