Study on Geological Environment Monitoring Planning in Shandong Province

该文介绍了山东省地质环境监测规划开展的背景，讨论了地质灾害、地下水、矿山地质环境和地质遗迹监测的规划思路。在地质灾害监测方面，提出了强化“群测群防，群专结合”的监测预警机制，重视群测群防员的培训和地质灾害应急演练，提高群众的避险自救能力和政府的临灾应急处置能力。在地下水监测方面，注重现有监测站点的维护管理，推进地下水监测的自动化、标准化和规范化，进一步补充专业监测井，优化监测网络。对于矿山地质环境监测，分为生产矿山和闭坑矿山区别对待，闭坑矿山地质环境坚持“治理为主，监测为辅”的思路，首次提出了建立矿山地质环境监测退出机制。在地质遗迹监测方面，提出监测服务保护的思路，选取具有山东特色古生物化石和岩溶洞穴地质遗迹开展监测试点示范区建设，为地质遗迹监测进行探索。

Abstract:

The background of geological environment monitoring planning in Shandong province has been introduced. The planning thoughts of geological hazards, groundwater, geological environment in mines and geological relic monitoring have been studied. In terms of geological disaster monitoring, the system of " mass monitoring and prevention, combination of mass monitoring and professional monitoring " should be strengthened, the training of mass monitoring prevention and geological disaster emergency rehearsal should be paid more attention, and the ability of mass selfhelp and the government's disaster emergency should be improved. In the monitoring of groundwater, maintenance and management of the existing monitoring sites should be paid more attention, the groundwater monitoring automation, standardization and normalization should be promoted, professional monitoring wells should be added, and monitoring network should be optimized. For geological environment monitoring in mines, producingmines and shutin mines should be treated respectively. Geological environment management in shutin mines should adhere to the principle of "governance first, monitoring complementary". The geological environment monitoring exit mechanism has been put forward firstly. In terms of geological relics monitoring, the thoughts of “monitoring services protection”has been put forward. Fossils and karst caves which has the characteristics of Shandong province should be selected to carry out monitoring demonstration construction, and the monitoring of geological relics should be explored.
