    摘要:

    开发区作为城市工业集中、产业集聚的核心区域,成为带动地区乃至更大区域经济增长的引擎,但在其快速扩张的过程中,开发区工业用地问题也日益凸显。该研究基于DEA方法,构建开发区用地效率评价的基本模型,以临沂市4个典型开发区为例,采用2009年、2011年和2013年三轮数据,对研究区工业用地效率进行测算。评价结果显示,临沂市典型开发区工业用地效率较低,但工业用地效率总体呈上升趋势,各开发区之间工业用地效率有较大差异,不同性质企业间用地效率的差异也较大。通过工业用地效率评价揭示出开发区工业用地与其他生产要素配比失衡、产业格局不利于土地资源的高效利用、提升用地效率的主动性和前瞻性不足、对低效用地缺乏有效的动态监管等问题。针对上述问题,该文最终有针对性地提出提升开发区工业用地效率的策略。

    Abstract:

    As the central area of of urban industrial concentration and industrial agglomeration area, the development zone has gradually become an engine for regional development and even larger regional economic growth. During the process of rapid expansion, problems occurred in industrial land use in the development zone are also becoming more and more prominent. Based on the DEA method, basic model of land use efficiency evaluation in the Development Zone has been set up. Taking 4 typical development zones of Linyi as an example, by using three rounds data in 2009, 2011 and 2013, the efficiency of industrial land use in the research area has been calculated. As showed by the result, the efficiency of industrial land use in typical development zones of Linyi is low, but the efficiency of industrial land use has a rising trend. The efficiency of industrial land use varies greatly among the development zones, and the difference of land efficiency between different enterprises is also large. Through evaluation of industrial land efficiency, it is revealed that the imbalance occurred between industrial land use and other factors of production in the Development Zone, the initiative and foresight of the industrial land use are lack, and the lack of effective dynamic supervision on inefficient land use. In view of the above problems, Some suggestions for enhancing the efficiency of industrial land in the development zone have been put forward.
