    摘要:

    传统地籍是以二维宗地为基本单元进行管理的,不能真实反应地上、地下的空间土地使用权管理的需要。为了全面提升国土资源管理水平,积极探索地上与地下、大场景真三维空间信息应用的新模式,提高三维GIS的技术水平与应用能力,建设三维地籍系统,真正实现地上、地下的空间土地使用权有效管理,该文以东营市垦利区三维地籍系统为例,结合地籍管理需求,以二维宗地为基础,结合数字地表模型(DSM),形成了三维地籍数据库,开发了适应于三维地籍管理需要的垦利区三维地籍系统,实现了地籍管理的飞跃。

    Abstract:

    Traditional cadastral is managed by regarding twodimensional parcel as the basic unit. It can not really reflect the need of land use rights management between ground and the underground space. In order to comprehensively enhance the level of land and resources management, and actively explore the new model of the ground and underground, large scenes of threedimensional space information application, improve the technical level of 3D GIS and application capacity, construct threedimensional cadastral map, and realize effective management of land use rights. In this paper, setting threedimensional cadastral model in Kenli district as an example, combining with the demand of cadastral management, based on twodimensional parcel, combining with the digital surface model (DSM), threedimensional cadastral database has been formed, threedimensional cadastral map system has been developed, and a new leap has been realized in cadastral management.
