    摘要:

    突发事件发生后迫切需要一个统一的测绘应急会商服务系统解决救灾现场、后方指挥中心与各应急参与单位之间沟通协调不便的问题。该文在对会商业务流程进行分析的基础上,从系统总体架构、系统功能设计及实现、系统关键技术等方面提出了省级测绘应急会商系统的设计和开发思路。研究了音频、视频、标绘、文字等多种会商方式集成的模式,基于数据推送的协同标绘方法,基于地理信息数据的灾害影响范围分析方法等。山东省测绘应急会商服务系统可为多级多方异地会商提供平台,适用于多种应用模式,可以服务于应急响应不同阶段。在应急响应抢险救灾阶段指挥调度、应急响应中综合评估以及应急现场综合服务等方面,为预案制定、规划设计、灾损评估及各种决策等提供内容丰富、高效便捷的地理信息服务,实现“现场—指挥中心”一体化协同应急,提高应急管理的现代化水平和各类突发事件处置应对的能力和效率,最大限度地降低灾害影响。

    Abstract:

    A unified mapping emergency consultation service system would be urgently needed for an emergency that has occurred to solve the problem of poor communication and coordination between the disaster relief scene, rear command center and emergency units involved. Based on consultation requirement analysis of mapping emergency security, from overall structure, function design and realization and key technology, design and development thinking of the consultation system have been proposed in this paper. Integrated mode of audio, video, plotting and words, data push based collaborate plotting method, and disaster impact scope analysis method as per geographic information data have been studied. Shandong mapping emergency consultation service system could provide the platform for multi-level and multi-party net meeting for application modes and emergency response stages with substantial, highly efficient and convenient geographic information service for planning, design, disaster loss assessment and decisions on command and dispatch in rescue and relief, comprehensive evaluation in emergency response and integrated field service, to implement the “field-command center” integrated collaborate emergency in its true sense, solve the bottleneck of “the last tens of meters to the few kilometers” in emergency settlement, increase emergency management modernization level and response competency and efficiency and reduce disaster impact to the maximum extent.
