Abstract:Dynamic balance of cultivated land is an important way to implement the basic farmland protection policy in China. Through cultivated land supplement of occupied farmland in economic development and urban construction, dynamic balance of total arable land can be guaranteed in the planning period, and the relationship between development and food security can be guranteed as well. Through investigation of part of the unused land development projects in Dongying City during the "12th Five-yea planr", it can be seen that unused land development under the unified management of the government will lead to many problems in reviewing, designing, implementation, management and other aspects. Due to the lack of reasonable distinction between main applications and main management entities, it is difficult to achieve an practical and fair operation of the unused land development project. Moreover, due to the lack of a reasonable mechanism of government subsidies for agriculture and a clear framework of property rights, the actual practitioners are not enthusiastic about the development of unused land. According to the existing problems in project management reform, it can be seen that the unused exploitation mode under fund management and open market operation is helpful to realize the integration of department functions, project construction, management and protection, and achieve sustainable management and utilization of unused land development projects. The realization of the fund model must consider the role of the government, the transformation of functions, the property rights system and other factors in order to achieve reform and innovation steadily.
