基于农户意愿调查的贵阳农村宅基地流转现状分析

Analysis on Present Condition of Rural Homestead Circulation in Guiyang City Based on the Survey of Farmers’ Willingness

摘要:

农村土地流转是我国城乡统筹和城镇化发展背景下的热点问题，其中农村宅基地流转又是一个重要方面。该文以贵州省贵阳市花溪区为例，选取城乡结合部的3个乡镇5个行政村进行实地问卷调查。在收集整理农户对宅基地流转意愿数据的基础上，对农村宅基地流转进行了初步探讨，分析了流转现状及存在的问题，并提出相应对策及政策建议，为贵阳市乃至西部欠发达地区农村宅基地流转的制度化、规范化、法制化提供依据。

Abstract:

Rural land circulation is a hot issue under the background of urban and rural overall planning and urbanization in China. Among them, rural homestead circulation is an important aspect. Taking Huaxi district in Guiyang city as an example, selecting 5 villages of 3 towns which located in the urban and rural areas, field questionnaire survey has been carried out. On the basis of collecting and sorting the farmers’ willingness to the homestead circulation, rural homestead circulation in Guiyang city has been discussed primarily, present condition and existing problems have been analyzed, and countermeasures and policy recommendations have been put forward. It will provide the basis for institutionalization, standardization and legalization of rural homestead circulation in Guiyang city and even in western less developed areas.
