近年来，国家对实现耕地数量和质量并重提出新的更高要求，明确提出建设占用耕地要“占优补优，占水田补水田”，并不断完善各项配套措施。针对政策的趋向性变化，该文结合莱芜市实际，就如何做好新形势下耕地占补平衡提出意见建议。

Abstract:

In recent years, new and higher requirements have been put forward in strengthening both quantity and quality. In the use of construction using land, it is demanded that if good arable land has been occuppied, better land should be supplied. The supporting measures should be constantly improved. In response to these changes in policy trends, combining with real condition in Laiwu city, suggestions have been put forward to keep the balance between arable land and occuppied land under the new situation.
