山东省进城务工人员宅基地权益保障研究

Research on Protecting the Rights and Interests of Migrant Workers in Shandong Province

摘要:

通过调查研究与座谈，分析了在城市有长期稳定职业与收入的进城务工人员宅基地使用情况，总结了4个现状，在此基础上，探讨了进城务工人员宅基地权益存在的问题，有针对性的提出了鼓励“退宅进城”和“以宅换房”、建立宅基地储备交易机制、建立宅基地物权利益实现机制、完善相关配套机制等4方面措施，以期山东省进城务工人员宅基地权益得到保障。

Abstract:

Through investigation and discussion, using condition of the homestead owned by the migrant workers who have obtained long-time stable occupation and income in cities have been analyzed. It can be studied in four items: problems of rural homestead rights of migrant workers. Four targeting suggestions have been put forward: encouraging “exit rural homestead and enter the town “and “exchange rural homestead for rooms”, establishing rural homestead reserve and trade mechanism, establishing the implementation mechanism of the interests of the rural homestead property rights, and improving the mechanism of the relevant supplementary measures. Its aims to guarantee the homestead rights of rural migrant workers in Shandong province.
