莱芜市农村宅基地管理工作探析

Analysis on the Management of Rural Residential Land in Laiwu City

摘要:

农村宅基地面广量大，涉及广大农民的切身利益。莱芜市在探索实行宅基地有偿使用、实行宅基地跨村安置、推进集中居住区建设等方面做了有益探索，并对宅基地管理过程中存在的有关规定与发展不适应，审批、管理程序繁琐，地方性创新政策落实难等问题，提出合理化建议，以期对推进农村宅基地管理制度改革提供借鉴。

Abstract:

The square of rural residential is very large. It has close relation relation with the vital interests of the peasants. Implementation of land paid use, homestead aftercare in different villages, and promotion of residential construction have been carried out in Laiwu city. Pointing to the following problems, such as the existing regulations are not fit the development of residential management, approval and management procedures are tedious, and local innovation policy implementation are difficult, reasonable suggestions have been put forward to promote rural homestead management system reform.
