农村宅基地使用权确权登记发证工作是农村产权制度改革的基础，关系着农民群众的切身利益。该文结合日照市农村宅基地确权登记发证工作中存在的难点，本着尊重历史、注重现实、促进社会和谐稳定的原则，结合农村实际和政策界限进行了探讨。

Abstract:

Rural residential land use rights and ownership registration and certification work is the basis of the reform of property right system in rural areas. It has close relation with the interests of the peasants. In this paper, combining with difficulties in rural land ownership registration certification work in Rizhao city, in accordance with the purpose of respecting history, paying attention to the reality and promoting social harmony and stability, combining with the reality in rural areas and the limits of policy, how to carry out this work has been discussed.
