Abstract:Collective construction land use rights transfer and rural land management system reform have been explored in Linyi city. Construction of tangible market of land transactions actively have gained some practical experiences. There are still several problems, such as ambiguity of collective land subject, nonidentity of urban and rural land property rights, unclear of "public interest" connotation, difficulty in achieving farmers land property value, and inefficient use of land resources in rural areas. In this paper, relative countermeasures have been put forward accordingly, such as perfecting relevant laws and regulations, rational allocation of land increment income, and scientific establishment and modification the overall plan of urban and rural land use.
