城乡建设用地增减挂钩作为统筹城乡发展的有效手段,为快速城镇化进程中如何实现集约节约用地、切实保护耕地的目标提供了新的思路。邹平县城乡建设用地增减挂钩工作中还存在一些问题，表明该政策还需要加以完善。该文对邹平县城乡建设用地增减挂钩存在的问题进行了详细分析，并提出了相关的对策建议,为城乡建设用地增减挂钩工作的顺利推行提供参考。

Abstract:

Decreasing urban construction using land and increasing rural agricultural land is an effective means of balancing urban and rural development. It will provide a new idea for how to realize concentrated land use and farmland protection goals in the rapid urbanization process. At present, there are some problems in urban and rural construction land linked work in Zouping county. It is showed that this policy needs to be improved. In this paper, problems occurred in urban and rural construction land linked work in Zouping County have been analyzed in detail, and relevant countermeasures and suggestions are put forward. It will provide some references for smoothening urban and rural construction land linked work.
