Practice and Exploration on Guranteeing LeagleRights and Interests of Landless Farmers in Linyi City

摘要:

维护被征地农民合法权益是保障征地工作顺利实施的根本。文章针对近年来征地工作难度大、群众利益诉求高、侵害失地农民权益案件数量多的形势，基于临沂市探索和谐征地新路径的实践，对当前存在的征地补偿费偏低、安置渠道较窄、社保机制滞后等问题进行了分析，并从开展政策宣传、改进补偿方式、确保补偿到位、健全社保体系、加强就业安置、制定征地目录6个方面提出了对策建议，对今后征地制度改革具有一定的借鉴意义。

Abstract:

Guranteeing legal rights and interests of landless farmers is the basis for carrying out land levying smoothly. In this paper, pointing to some problems occurred in land levying work in recent years, such as difficulties in land acquisition work, high demand of interests, and a large number of cases of landless farmers, based on practices of harmonious land levying in Linyi city, compensation, narrow resettlement channels, lag behind social security mechanism have been analyzed, and relative countermeasures are put forward as follows: the development of policy advocacy, improvement of compensation, ensuring the compensation in place, a sound social security system and strengthening job placement. It has a certain significance to further the reform of land expropriation system.
