以山东省临沭县为例，通过对基层违法违规用地行为的现状、成因、发展趋势进行综合分析，提出解决问题的具体措施和办法，以期对加强基层国土资源执法监察工作有所裨益。

Abstract:

Setting Linshu county in Shandong province as an example, through a comprehensive analysis on present condition, origin, development trend of illegal land use in basic level, relative countermeasures to solve the problems occurred in land use have been put forward in order to strengthen law enforcement work.
