低丘缓坡土地综合开发利用规划编制方法探讨——以山东省青州市为例

摘要:

当前，我国处于城市化、工业化快速发展阶段，建设用地需求较大，土地供需矛盾十分突出。妥善处理发展与保护的关系，是实现可持续发展的重要课题。开展低丘缓坡土地开发利用，有利于有效减少对优质耕地的占用，拓展发展空间，缓解用地供需矛盾。该文结合低丘缓坡土地综合开发利用试点，对规划编制的基本思路和方法进行了探讨，以期为规划编制实践提供有益借鉴。

Abstract:

At present, China is in urbanization and rapid industrialization stage. There is a great demand for construction using land, and the contradiction between land supply and demand is very prominent. Properly handling the relationship between development and protection is an important problem to achieve sustainable development. Carrying out land development and utilization in hilly slope can effectively reduce the use of high quality arable land, expand development and ease land supply and demand. In this paper, combining with land comprehensive development and utilization pilot in hilly slope areas, basic thoughts and methods for making plans have been studied. It will provide useful references for the practice of plan.
