莱芜市农村土地确权登记问题与分析

Analysis on Rural Land Ownership Registration in Laiwu City

摘要:

莱芜市在全省率先启动了农村宅基地总登记，探索集体建设用地使用权抵押登记，在当前农村宅基地登记发证中存在着违法用地、产权不清晰、一户多宅、跨区域购房等问题，与宅基地使用权有效行使不相适应。因此，需加强宅基地的管理和登记的政策研究，制定可行的政策与措施，其中尤其要加强对“一户多宅”问题的处理。

Abstract:

Laiwu city is the first city in starting rural homestead registration in Shandong province. Collective construction land use rights has been mortgaged and registrated. There are some problems existed in rural homestead registration and issuing, such as illegal use of land, unclear property rights, more than one house in each family, crossregional buyers, and homestead can not fit the effective exercise of the right. Therefore, management and registration of the homestead policy should be strengthened, viable policies and measures should be made, especially the problem of more than one home in each family should be soluted.
