莱芜市莱城区城乡建设用地增减挂钩工作初探

Primary Study on Increasing Agricultural Using Land in Rural Areas and Decreasing Construction Using Land in Urban Areas in Gangcheng District of Laiwu City

摘要:

对当前正在实施的城乡建设用地增减挂钩现状及政策进行分析,认为当前大多数地方开展增减挂钩工作认识存在偏差,由于资金拨付不到位等原因，导致工作进展的不平衡性比较突出。对增减挂钩工作中存在的问题进行剖析,并提出相应的对策建议。

Abstract:

On the basis of analyzing present condition of increasing agricultural using land in rural area and decreasing construction using land in urban area and policies, it is regarded that there is a deviation in many areas in carrying out this work. Due to the lack of fund, this work has been carried out in different levels in different areas. In this paper, problems occurred in carrying out this work have been analyzed, and relative countermeasures are put forward as well.
