菏泽市土地资源节约集约利用途径研究

Study on Concentrated Land Use in Heze City

摘要:

菏泽市属鲁西南黄泛平原农业大区,现有土地总面积121.55万hm2,土地利用率为96%。随着工业化、城市化进程加快和经济高速发展，耕地面积逐年减少、城乡用地比例失衡、村庄建设用地量大、后备资源日益匮乏等土地利用问题凸显。该文在明晰现状、问题和潜力基础上，提出了建立耕地保护机制，统筹城乡用地结构，严控建设用地规模，盘活存量集体用地，发展区域特色产业，优化利用土地资源等土地集约节约利用途径，实施成效显著。

Abstract:

Heze city is a municipal agricultural areas in the Yellow River flood plain in southwest Shandong province. The existing total land area is 121552319hm2, and land utilization rate is 96%. Accompanying with industrialization, urbanization and rapid economic development, arable land is decreasing every year, urban and rural land is in an imbalance condition, the land used for construciton in village is increasing, and reserve resources are lack. On the basis of clarifying the present condition, problems and potentiality, six ways of concentrated land use are put forward in this paper, such as establishing farmland protection mechanism, co-ordinating urban and rural land use structure, strictly controlling the scale of construction using land, revitalizing the stock of collective land, developing regional characteristics of industry, and optimizing land use. It has gained a significant results.
