Transfer of Mining Rights in Changqing District of Jinan City Entered Standardized Model

摘要:

济南市长清区具有丰富的矿产资源，矿产资源的开发为经济建设提供了充足的建筑材料。但是一直以来无序、无规划的开采，在一定程度上也破坏了自然环境。长清设区后，长清区不断推进矿产资源有偿使用制度改革，逐步建立完善矿业权有偿出让相关制度，对出让的矿业权一律以市场竞争的方式有偿出让。进一步规范了全区采矿权出让行为，巩固了整顿和规范矿产资源开发秩序工作成果。

Abstract:

Changqing district in Jinan city is rich in mineral resources. Mineral resources can provide adequate building materials for economic development. But disorderly and unplanned exploration has destroyed natural environment in a certain degree. Changqing district has been doing many work to push forward the reform of paid use of mineral resources, gradually establish and improve the transfer of mining rights. The mining rights shall be transferred through market competition payfully.The transfer of mining rights has been standardized and gained many achievements in rectifying and standardizing the order of mineral resources development.
