矿业权制度改革是一项全新的事物，改革的关键是变无序为有序、无偿为有偿。近几年来，沂源县积极推进矿业权制度改革，盘活矿业权市场，取得明显成效，该文对沂源县采取的措施和效果及工作中的体会做了详细阐述。

Abstract:

Mining rights reform is a new thing. The key of this reform is from disorder to order, and from unpaid to paid. In recent years, mining right reform has been carried out in Yiyuan county,and mining rights market has been activated. This reform has achieved significant results. The countermeasures, effects and experiences for carrying out this reform have been introduced in detail in this paper.
