Abstract:The linking experimental work of "increasing urban construction using land and decreasing rural construction using land" was carried out in 2006 in Heze city. In order to do the transformation work well, three foundations have been focused, three proper combinations have been done well, three principles have been insisted on, and three keys have been grasped as well. This work have achieved many benefits, such as gaining benefits in rural areas, gaining market in companies, gaining space in industry development, and the government be appreciated by people. However, due to the shorting of recognition, propaganda and project fund, some problems occurred in this work. Through careful analysis and study on this work, relative countermeasures and suggestions are put forward, they are strengthening advocacy, planning ahead, policy guidance, seeking financing, and choosing the pilots
