摘要:

该文在阐述科学发展观的基本内涵、土地可持续利用的本质特征以及两者的辩证关系的基础上,提出要实现土地资源可持续利用,必须以科学发展观统筹指导土地开发利用行为,建立有效的土地价值观念约束机制、外部性补偿机制、土地资源市场配置机制、节约集约用地机制、土地动态平衡机制和土地开发利用动态监测机制。

Abstract:

On the basis of studying basic connotation and characteristics of land continuous utilization,it is said that effective controlling,compensation,market allocation,concentrate land-using,dynamic balance and dynamic monitoring mechanism should be set up in order to realize land-using continuously.
