Balance Analysis on Construction-using Land and Soil in Jinan City

摘要:

济南市城市经济的快速发展和非农人口的大量增加使城市建设用地的需求越来越大,城市用地开始不断向市区外侧的城乡结合部扩张,靠近城区的耕地因其优越的区位条件和与建设用地间巨大的经济效益差使其具备了向建设用地转变的基本条件,因而造成耕地向城市建设用地的大量流转。在建设用地和耕地结构失衡的情况下,政府需要采用合理控制耕地转出量和适当控制建设用地需求的措施进行调控

Abstract:

Land which can be explored and used in Jinan city is decreasing continuously. Soils which near the districts has superior location condition and great economic efficacy which are different with construction-using land. In order to decrease the differences between need and supply, it is regarded that soils can be transferred to construction-using land. Under the condition of losing balance greatly between construction land and soil framework, government should do some work to control soil tranferring amount ..
