加强土地经营监管 增加政府非税收入

Strengthening Land Monitoring and Managing to Increase Government Non-tax Income

摘要:

土地经营的基本目标和主要任务就是用市场经济的手段,实现土地资源的优化配置和政府收益的最大化。近些年,莱芜市从实际出发,探索土地资产经营,积极推行“五项制度”,不断增加政府收益。但目前仍存在国有土地低价出让和非法转让、出租、抵押等问题。建议采取相关对策,加大土地经营监管力度,推动土地经营的科学化、规范化,以进一步增加政府土地收益。

Abstract:

Basic target and major task of monitoring and managing land is to realize reasonable arrangement of land resource and gain maximum government benefit by using market economy. From the fact condition of land monitoring and managing in Laiwu city, land managing is studied and "five policies" is carried out, and which have increased government income continuously.
