Application of Delphi Method in Making Total Plan of Land-using

摘要:

黄河口三角洲土地资源丰富,具有很大的开发潜力。黄河口三角洲土地开发应遵循的原则是:适应淡水资源的承载能力,有利于生态环境的良性发展,适应经济社会的发展需求和适应黄河河口的长期治理。开发的途径应该从改造盐碱入手。深挖高填的方式改造盐碱,技术上可行,经济上也比较合理,应在科学规划的基础上抓紧选择试点实施。

Abstract:

Problems occurred in total plan and estimation of la nd -using are summarized, estimation content is explained and estimation system is put forward as well in this paper. By using delphi method, estimation model and index system of land-using are set up, which will help government to formal plan estimation.
